Soak the saffron in 4 tablespoon of warm milk. In a wide bottom dish, sieve the gram flour and rub the 1/4 cup ghee in. Add milk and make a soft dough. The dough should me of soft consistency.

Heat the oil on medium heat and using a ganthia zara or ganthia machine make ganthias. Let it cool and grind in a grinder. Sieve it thru a sieve. The texture should be grainy.
