  1. Prepare 1 cup of oats, dry roasted.

  2. You need 1/4 cup of moong dal (split green gram), soaked for 2-3 hours.

Do not rinse oats, or it will become soggy.

Oats should feel soft and dry, not mushy.

Combine potato, onion, cumin powder, chili powder, chaat masala, fennel seeds, cilantro, salt, and lemon juice to a mixing bowl (except oil).
